Mission Statement

The Mission Statement of the Planning Division is to provide staff support to the City Manager, the City Commission and the Planning Board. Services are provided to the citizens of Hobbs regarding comprehensive long range planning; development processing; growth management; strategic planning; and implementation of related projects.

Quality Standard

The Planning Division will provide all services in a professional manner. The Citizens of Hobbs are the Division's customers and the public will be provided efficient and courteous service.

Programs, Goals, and Objectives
  • Development Processing activities include review of new subdivisions, processing annexations, review of right-of-way acquisitions and review of new building permit applications.

  • The Planning Division is responsible to develop strategies for coordination and to provide technical assistance to several groups in the City including the Downtown Development Group; Economic Development and Hobbs Industrial Air Park officials; the County Housing Authority proposal; and the necessary committees to study and implement annexations such as the Planning Board and City Commission.

  • Administrative assistance will be provided to City management; and grant operations will be conducted for CDBG and other grants.

Land Use & Zoning

Please be advised that the City of Hobbs has not adopted a zoning ordinance to regulate land uses and locations of different types of development or specific business uses throughout the City. Consequently, the City of Hobbs has no current regulations which govern zoning districts and/or land uses, use of buildings, or use of vacant land. Therefore, the current land usage or proposed land usage is considered a use by right. The proposed use is in conformance with applicable zoning law as of this date.

Please note that the City does have a Major Thoroughfare Plan, Subdivision Regulations, Flood Zone, Fire Zone, Landscaping Regulations, Building Code, Business Registration, Liquor License, Cannabis License, and other development regulations that must be followed for improvements and changes in building occupancy types, including building setback requirements.
